LEGISLATIVE ACTION

The Legislature provides a total of $214,000,000 in additional Academic Year funding 
to the Higher Education Services Corporation including $212,000,000 for restoration 
of the Executive's proposed cuts to the Tuition Assistance Program (TAP) and 
$2,000,000 in Academic Year funding for the Volunteer Recruitment Scholarship 
Program.

The Legislature provides an additional appropriation of $13,804,000 for the Special 
Revenue Fund, Insurance Premium Payment Account to support the Corporation's costs 
of administering student financial aid programs.  

Legislative Reductions

The Legislature denies the Executive proposal to create a $10,000,000 
State-supported TAP student loan program.

The Legislature reduces General Fund support for administration by $6,471,000 and 
for the Grants and Scholarship Program by $4,838,000. This reduction is offset by 
an increase in the Special Revenue Insurance Premium Payment Account to support 
the costs of these programs. 

Article VII

The Legislature establishes the Volunteer Recruitment Service Scholarship Program 
to address the critical shortage of emergency service volunteers.  The 
scholarships will cover full-time or part-time college tuition for active 
volunteers and provides reimbursement up to the level of SUNY annual tuition of 
$3,400 per year.  The scholarships are available to newly recruited active 
volunteer firefighters and emergency services workers selected by the local fire 
or emergency services company.

The Legislature denies the Executive proposal to restructure the Tuition 
Assistance Program. In addition, the Legislature provides the Higher Education 
Services Corporation with the authority to allow them to make up to 30-percent 
of Spring semester payments for the Tuition Assistance Program prior to August 
1st.
