LEGISLATIVE ACTION
The Legislature provides appropriations totaling $89,169,100 on an All Fund
basis, a reduction of $1,006,335,000 from the Executive's proposed budget for
SFY 2002-03. The reduction primarily reflects a redirection and reallocation of
Capital Projects appropriation authority to a miscellaneous capital projects
appropriation.
Legislative Reductions
The Legislature denies the Executive's proposed Aid to Localities appropriation
of $25,000,000 for the Empire Opportunity Fund (EOF).
The Legislature reduces the Executive's proposed Aid to Localities appropriation
for the Jobs Now Program by $14,300,000, however, the Legislature provides a
$14,300,000 Capital Projects appropriation for this Program. Spending from the
Capital Projects appropriation will be reimbursed with bonds proceeds.
The Legislature redirects and reallocates $1,000,000,000 of the Executive's
proposed Capital Projects appropriations for High Technology, Empire Opportunity
Fund, and Multi-Modal Programs to a Miscellaneous All State Departments and
Agencies Capital Projects appropriation.
Legislative Changes
The Legislature provides funding for the following:
-- Griffiss Air Force Base Redevelopment $1,400,000
-- Niagara Falls Air Force Base $100,000
-- Plattsburgh Air Force Base Improvements $1,400,000
-- Seneca Army Depot Local Redevelopment Authority $100,000
The Legislature suballocates $2,000,000 from the Urban and Community Development
Program for Downtown Development Initiatives.
The Legislature provides suballocations from the Minority and Women-Owned
Business Development and Lending Program as follows: up to $1,000,000 for the
Community Development Financial Institutions Program; $1,300,000 for the
Entrepreneurial Assistance Program; and up to $525,000 for linked deposit
in federal and state-chartered credit unions for loans to minority and women
owned businesses.
Article VII
The Legislature accepts the Executive's proposal to authorize the New York
State Dormitory Authority to provide $1,200,000 to support the operation of
the Cornell Theory Center supercomputer.
The Legislature accepts the Executive's proposal to authorize a $25,000,000
loan to Crossroad Arena, LLC for the construction of the HSBC Arena located
in the City of Buffalo and a $1,400,000 loan to the City of Binghamton for
the construction of the Binghamton Municipal Stadium to be forgiven.
The Legislature authorizes the Urban Development Corporation to forgive an
$8,000,000 loan made to the City of Buffalo for the development of a parking
facility at a site between Pearl and Franklin Streets in Buffalo (Augspurger
Parking Ramp).
The Legislature denies the Executive's proposal to make the Urban Development
Corporation (UDC) loan powers permanent, however, the Legislature provided for
an extension of these loan powers for one year until July 1, 2003.
The Legislature provides language to govern the interchange of the Urban
Development Corporation corporate funds.
The Legislature provides for the reestablishment of statutory authority of
the Empire State Economic Development Fund (EDF).
The Legislature denies the Executive's proposal authorizing the issuance
bonds up to $250,000,000 for high technology capital projects.
The Legislature denies the Executive's proposal for establishment of the
Empire Opportunity Funds, a new subsidiary of UDC.
