Budget Highlights |
The State Racing and Wagering Board regulates all legalized gambling activities in New York State with the exception of the State Lottery. The Board also has shared responsibility for the oversight of bingo and other permitted games of chance conducted by not-for-profit and religious organizations. The Board is included in the Transportation, Economic Development and Environmental Conservation appropriation bill. |
State Operations |
The Executive recommends an All Funds appropriation of $21,717,000 in State Fiscal Year (SFY) 2004-05, reflecting an increase of $2,205,000 or 11.3 percent over the current year funding level. |
This appropriation includes a $12,000,000 Special Revenue Fund appropriation reflecting a net decrease of $200,000 or 1.6 percent from the current year funding level. The reduction reflects unneeded appropriation authority related to payment of per diem costs for racing judges. The Special Revenue Fund appropriation is needed to support staff and costs associated with the processing of racing licenses; the review of financial statements submitted by regional OTBs; legal hearings to suspend or fine violators of racing regulations; seasonal employees at the thoroughbred and harness tracks; and the testing of race horses for prohibited drugs. |
The Executive also recommends $2,289,000 in a Special Revenue Funds-Other appropriation for support of regulatory activities of charitable gaming such as bell jar games. There is also a $7,428,000 Special Revenue Funds-Other appropriation reflecting an increase of $2,235,000 over current year funding levels to support increased staff for on site monitoring and investigation of Indian casinos. The increase reflects a dry appropriation of $1.8 million for the anticipated opening of a new casino located in Salamanca and in Erie County during SFY 2004-05. |
