LEGISLATIVE ACTION

The Legislature appropriates $242,339,000 on an All Funds basis, an increase of $84,921,000 over the Executive budget submission.

The Legislature denies the transfer of the Office of Professions from the State Education Department to the Department of State.

The Legislature provides $2,970,000 in civil legal service funding to the poor and $251,000 in civil legal service funding for domestic violence victims.

The Legislature appropriates $100,000,000 from the Capital Projects Fund to fund the Local Expedited Deployment Funding Program for wireless 911 service costs.

The Legislature adds language that will provide for the distribution of the funding for the Downtown Revitalization Program.

Article VII

The Legislature denies the Executive’s Article VII proposal to permanently authorize the Department of State to continue to offer expedited services and receive payments via credit cards. This proposal was extended for one year until March 31, 2004.

Through Article VII legislation, the Legislature creates the Expedited Deployment Funding Program that would provide grants exclusively to local public safety answering points to fund eligible wireless 911 service costs for enhanced wireless 911 service as defined in section 325 of the County Law. This legislation would permit localities to receive funding in advance for enhanced 911 projects that are approved by the 911 Board. The legislation authorizes the Dormitory Authority to issue up to $100 million in bonds to cover eligible wireless 911 service costs; debt service costs would be paid for through a portion of the existing surcharge on wireless communications devices.
