The Legislature appropriates $316,743,500 on an All Funds basis, an increase of $7,311,500 over the Executive budget submission. The increase reflects restoration of funding for two existing Aid to Localities programs, $2,345,000 for the Rural Preservation Program and $4,966,500 for the Neighborhood Preservation Program. |

The Legislature denies the Executive’s Article VII proposal to direct DHCR to terminate existing contracts and re-establish new funding and program standards for the Neighborhood and Rural Preservation Programs. |

The Legislature approves legislation that would raise the Service Contract Obligation Revenue (SCOR) bond cap by $116,000,000 in order to provide the bonding authority necessary to finance additional appropriations approved for housing capital projects. |
|
The Legislature provides $75,000 in funding to the Neighborhood Preservation Coalition to provide technical assistance and services to Neighborhood Preservation Companies. This is a set aside of Neighborhood Preservation funding provided within the amounts appropriated. |

The Legislature provides $135,000 in funding to the Rural Housing Coalition to provide technical assistance and services to Rural Preservation Companies. This is a set aside of Rural Preservation funding provided within the amounts appropriated. |

The Legislature amends the Private Housing Finance Law to raise the existing aggregate lifetime cap limit for neighborhood preservation companies to $1,760,000. |
