Legislative Reductions |
|
The Legislature denies the Executive proposal to appropriate $8,471,000 to create the Identification Document Security Program. Additionally, the Legislature reduces the Administrative Adjudication Program non-personal services appropriation by $1,800,000. |

Article VII |
|
The Legislature accepts the Executive proposal to increase the fees for license plates; however, the Legislature denies authorizing the Commissioner of Motor Vehicles to set the fees for license plates administratively. |
|
The Legislature also accepts the Executive proposal to increase various motor vehicle fees. However, the Legislature imposes an expiration on the transfer of the fees and Department operating expenses from the General Fund and Special Revenue Funds to the Dedicated Highway Bridge and Trust Fund. |
|
The Legislature also requests a report from the Comptroller on the Dedicated Highway and Bridge Trust Fund. The Legislature denies the Executive’s proposal to make permanent provisions which require the denial or loss of driving privileges for a period of six months upon a conviction for any drug related crime. However, the Legislature has subsequently enacted legislation which extends and conforms the State motor vehicle drug penalty standards to Federal requirements, thereby avoiding a loss of Federal highway funding. |

The Legislature amends the language authorizing the Heavy-Duty Vehicle Emissions Inspection Program to ensure that a person could not be penalized twice for one violation. |

Legislative Additions |
|
The Legislature provides a $2,500,000 appropriation to provide for the continuation of Department of Motor Vehicle offices in Rochester and Port Jefferson Station that were closed or scheduled to be closed. |
