LEGISLATIVE ACTION

Article VII

The Legislature provides an additional $34,909,000 in funding to counties and New York City for capital projects through the Consolidated Highway Improvement Program (CHIPs).

The Legislature denies the Executive proposal to increase the number of divisible load (heavyweight truck) permits issued by the Department of Transportation (DOT) and to revise the schedule of fees and fines associated with the permit system.

The Legislature requests a report from the Comptroller on the Dedicated Highway and Bridge Trust Fund, from which most of DOT capital expenses are paid. The Legislature also imposes an expiration on the transfer of Department of Motor Vehicle revenue and operating expenses into the Dedicated Highway and Bridge Trust Fund.

Legislative Changes

The Legislature accepts the Executive proposal to fund the Industrial Access Program at $9,00,000, but maintains the historical 60/40 split between the Executive and the Legislature.

Legislative Additions

The Legislature restores $100,000,000 to the letting level and provides an additional $37,000,000 in funding for engineering services associated with the restoration of the letting level.

The Legislature provides funding for the following:

PROGRAM APPROPRIATION VETO #

TRANSPORTATION PROJECTS LETTING LEVEL $100,000,000 118
ENGINEERING EXPENSES ASSOCIATED WITH RESTORATION OF LETTING LEVEL $37,000,000 119

*All program appropriations vetoed by the Executive, as indicated by a veto message number, were subsequently overridden by the Legislature.
