  TITLE OF BILL: An act to direct the New York state department of transportation and the New York city department of transportation to conduct a study on parking availability; and providing for the repeal of such provisions upon the expiration thereof   PURPOSE OR GENERAL IDEA OF BILL: To evaluate the parking capacity along the portion of 8th avenue between 39th street and 73rd street.   SUMMARY OF PROVISIONS: Section 1 authorizes and directs the New York State Department of Trans- portation and the New York City Department of Transportation to conduct a joint study on parking availability along the portion of 8th avenue between 39th street and 73rd street om the borough of Brooklyn in the City of New York. Such study shall identify (a) the existing quantity of parking for passenger vehicles, delivery vehicles, and two-wheeled motor. vehicles; (b)whether such parking is sufficient for the needs of the businesses along 8th avenue and their customers; (c) whether such parking is sufficient for the needs of the residents of 8th avenue; and (d) the estimated cost of constructing sufficient parking to meet the combined needs of the parties described in paragraphs (b) and (c) of this subdivision. Section 2 requires the New York State Department of Transportation and the New York City Department of Transportation to deliver a report on the findings of the study in subdivision one of this section to the governor, the temporary president of the senate, the speaker of the assembly, and the mayor of the City of New York no later, and further requires that such study shall be delivered no later than one year after the effective date of this act. Section 3 provides that this act shall take effect immediately and shall expire and be deemed repealed eighteen months after such date.   JUSTIFICATION: Eighth Avenue, a beloved hub of culture and commerce in Brooklyn's Sunset Park neighborhood, is in the midst of an economic boom. The infrastructure needs of the community, however, are outpacing invest- ments. A lack of available parking for the residents, businesses, and customers of Eighth Avenue is stifling its economic development and diminishes quality of life. This bill would require the city and state Departments of Transportation to conduct a joint study evaluating current parking availability along 8th Avenue, determine the amount of parking needed to serve the residents, businesses, and customers there, and estimate the cost to meet such need, then present this report to the governor, the mayor of the City of New York, and the leaders of each chamber of the New York State Legislature. Doing so will help the city and state to make smart investments in infrastructure and unlock the full economic potential of the community.   PRIOR LEGISLATIVE HISTORY: 2023-2024, A.5313, HELD in Transportation   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: Minimal   EFFECTIVE DATE: This act shall take effect immediately and shall expire and be deemed repealed eighteen months after such date.

        AN ACT to direct the New York state department of transportation and the
          New York city department of transportation to conduct a study on park-
          ing availability; and providing for the repeal of such provisions upon

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1. 1. The New York state department of transportation and the
     2  New York city department of transportation are authorized  and  directed
     3  to  conduct  a  joint study on parking availability along the portion of
     4  8th avenue between 39th street and 73rd street in the borough of  Brook-
     5  lyn in the city of New York. Such study shall include:
     6    (a) the quantity of parking for passenger vehicles, delivery vehicles,
     7  and two-wheeled motor vehicles;
     8    (b) whether such parking is sufficient for the needs of the businesses
     9  along 8th avenue and their customers;
    10    (c)  whether such parking is sufficient for the needs of the residents
    11  of 8th avenue; and
    12    (d) the estimated cost of constructing sufficient parking to meet  the
    13  combined  needs  of  the  parties described in paragraphs (b) and (c) of
    14  this subdivision.
    15    2. No later than one year after the effective date of  this  act,  the
    16  New  York  state  department  of  transportation  and  the New York city
    17  department of transportation shall deliver a report of the  findings  of
    18  the  study  conducted pursuant to subdivision one of this section to the
    19  governor, the temporary president of the  senate,  the  speaker  of  the
    20  assembly and the mayor of the city of New York.
    21    §  2.  This  act shall take effect immediately and shall expire and be
    22  deemed repealed eighteen months after such date.
