| Enacts the "public utility reliability and safety inspections act of 2004; requires electric and gas corporations, and municipalities providing service to conduct periodic equipment inspections; such corporations would also be required to submit a periodic report to the public service commission regarding the status of such inspections; the public service commission would be required to complete a report on the rates of outages and service disruptions experienced in certain areas and determine if such outages and disruptions are due to the failure of the corporations or municipalities to make reasonable repairs and upgrades. |
