| Authorizes the superintendent of insurance to make loans, not to exceed seventy million dollars in the aggregate, from insurer liquidation estates to the workers' compensation security fund; provides that the priority of assets for such estates shall all apply to all proceedings had or to be had relating to such estates; establishes a workers' compensation security fund payment account for payments received by the workers' compensation security fund, and monies therein shall be used to repay loans made to such fund by the superintendent of insurance; directs the superintendent to study and report upon reforming the workers' compensation security fund, the insurance/casualty insurance security fund and the public motor vehicle liability security fund. | |
