NOTICE OF PUBLIC HEARING


SUBJECT: Reform of the Metropolitan Transportation Authority

PURPOSE: To investigate options for bringing increased accountability, transparency, efficiency and fiscal reliability to operations at the MTA.

New York's public authorities, in particular the Metropolitan Transportation Authority, are unaccountable and remote, with hidden operations and policies in need of thorough reform. Recent issues which have surfaced such as the fare increase and questions of internal management show how unsatisfactory the institutional structure is. The MTA itself has promised legislation which will transform the management structure and operations of the Authority, but this proposal has yet to be brought forth. The lack of concrete proposals from the MTA itself to reform its current structure does not represent a lack of existing proposals however. Many strong ideas for reform of the agency have been made, by legislative leaders, government officials and transit advocates. These ideas deserve to be heard and considered.

TESTIMONY WILL BE BY INVITATION ONLY

Persons wishing to present pertinent testimony to the Committee at the above hearing should complete and return the enclosed reply form as soon as possible. It is important that the reply form be fully completed and returned so that persons may be notified in the event of emergency postponement or cancellation. Oral testimony will be limited to 10 minutes' duration. In preparing the order of witnesses, the Committee will attempt to accommodate individual requests to speak at particular times in view of special circumstances. These requests should be made on the attached reply form or communicated to Committee staff as early as possible.
