The Managed Long Term Care (MLTC) demonstration program was created in 1997 (Public Health Law Section 4403-F) to “promote the development of a broader and more integrated continuum of long term care, financed by a range of private, public and public/private options.” The demonstration programs were to test the premise that individuals' acute, primary, and chronic care needs could be met in ways that resulted in better outcomes, less overall use of the health care system and less fragmentation of care for the consumer, in a cost-effective manner. The legislation was also intended to replace the enactment of bills authorizing individual demonstration programs.

The MLTC legislation expires December 31, 2006, unless it is renewed by the Legislature. This hearing is to review whether the legislation should be sunsetted, extended, or made permanent, and whether changes are needed.

Persons wishing to attend or present testimony at this hearing should complete and return the reply form as soon as possible, but no later than Friday, November 4, 2005. It is important that the form be fully completed and returned so that persons may be notified in the event of emergency postponement or cancellation of the hearing.

Oral testimony will be limited to ten minutes in length. All testimony is under oath. In preparing the order of witnesses, the Committee will attempt to accommodate individual requests to speak at particular times in view of special circumstances. This request should be made on the attached reply form or communicated to Committee staff as soon as possible. Ten copies of any prepared statement should be submitted at the hearing registration table.
