LEGISLATIVE ACTION
The Legislature provides $191,092,808 on an All Funds basis, an increase
of $8,405,808 from the Executive budget submission. These additions
reflect enhancements to the State's programs for the elderly.
Legislative Changes
The Legislature provides a total of $6,670,922 in additional local
assistance funding in the State Office for the Aging. In particular,
the Legislature restores $946,276 for the Social Model Adult Day Services
Program and adds $58,365 for the Long-Term Care Ombudsman Program. The
Legislature also provides an additional $250,000 for the Expanded In-Home
Services for the Elderly Program (EISEP) and $300,000 for the Congregate
Services Initiative (CSI) Program.
Furthermore, the Legislature provides additional funding of $278,030
for the Expanded In-Home Services for the Elderly Program (EISEP) and
$202,215 for the Community Services for the Elderly (CSE) Program to
restore two-thirds of the loss resulting from decreased allocations
which would otherwise have occurred due to population shifts measured
as part of the 2000 Census.
The Legislature further provides $25,000 for the SUNY Albany: Albany
Hartford Internships on Aging Project (AHIAP) and a restoration of
$462,000 for respite services.
Of major interest to the senior community, although not administered
by the State Office for the Aging, is the Elderly Pharmaceutical
Insurance Coverage (EPIC) Program. In the State Fiscal Year (SFY)
2002-03 budget, the Legislature rejects the Governor's proposal to
supplant State funding with Federal funding and to transfer the
resultant State savings into the Health Care Reform Act of 2000
(HCRA 2000).
