LEGISLATIVE ACTION

The Legislature provides an additional $3,629,000 in General Fund aid to localities 
funding for various local agricultural programs within the Agricultural Business 
Services Program.

In addition, the Legislature increases Special Revenue- Federal appropriations 
by $11,000,000 resulting from the passage of the Federal Farm Bill. This increase 
will provide $10,000,000 in additional support for the New York State onion 
industry and $1,000,000 in additional support for senior nutrition programs.     

Article VII

The Legislature denies the Executive proposal to delay implementation of components 
of the Pet Dealer Regulation Licensing Program for one year.  The program will 
take effect on July 1, 2002. A General Fund appropriation of $400,000 and a Special 
Revenue-Other appropriation of $200,000 is provided to support these activities.

The Legislature concurs with the Executive request to increase the fees which are 
paid by food processing establishments. The enacted budget increases the food 
processing license fee from $70 to $200 and continues to require that this fee 
be paid  on a biennial basis.  The Executive recommendation to make this an 
annual fee of $100 is denied.  In addition, the Legislature concurs with the 
Executive proposal to increase the annual pet food licensing fees from $25 to 
$100 per brand.
